Police in Washington have detained a man who was acting suspiciously outside the U.S. Capitol building.
The man, wearing black, stood between two suitcases on the building's west side for at least half an hour today (Monday).
The Washington Post reports the man had demanded to speak with President Bush.
The man did not put up a fight as he was surrounded, then tackled by four armed police officers who grabbed his arms and dragged him away from the luggage.
Authorities indicated one of the suitcases did not have anything suspicious in it, but blew up the other one.
Media reports from the building say tourists were asked to stay away from windows but that no general warning or evacuation order was issued.
