U.S. Secretary of State Condoleezza Rice meets at the Kremlin on Wednesday with Russian President Vladimir Putin, as she expresses concern about democracy in Russia.
Ms. Rice arrived in Moscow Tuesday after telling reporters aboard her flight that there have been few positive trends towards democracy in Russia.
She said she is especially concerned about the Kremlin's increasing grasp on power and clampdown on the media.
Secretary Rice also said she hopes President Putin will keep his promise not to run for a third term in 2008.
President Bush plans to visit Moscow next month for the 60th anniversary of the end of World War Two in Europe.
The White House considers Mr. Putin an ally in the war on terrorism.
