He also expressed confidence in bilateral ties, and he denied reports that the rival nations have experienced setbacks in their efforts to resolve past disputes. Last week, India's Prime Minister Manmohan Singh said relations could not return to normal if Pakistan continued to allow militants to use its soil to stage attacks in Kashmir. Indian officials have expressed concern that melting snow has opened mountain passes used by militants in Kashmir.
