Iraqi Negotiators Submit Constitution, More work needed


The speaker of Iraq's parliament says a draft constitution has been submitted on time, but Shi'ites, Kurds and Sunnis have three more days to resolve pending issues.

Speaker Hamjim al-Hasani told reporters three issues remain unresolved. He says they are federalism, what to do with members of Saddam Hussein's Baath Party, and what authority the president and other offices will hold.

The speaker says the Iraqi government is hopeful the three groups can reach agreement and present a comprehensive constitution Thursday.

Earlier Monday, Kurdish and Shi'ite leaders agreed to a draft referring to Iraq as a federal state, which Sunni leaders objected to.

The political developments come as the U.S. military says two American soldiers were killed and two others wounded when a bomb went off near their patrol in Samarra Monday.
