U.S. Secretary of State Condoleezza Rice has expressed confidence that Iran's nuclear program will be referred to the United Nations Security Council for breaching the Nuclear Non-Proliferation Treaty.
Ms. Rice said on Monday there is no disagreement among her European counterparts on the issue.
Ms. Rice spoke in Washington, as Western diplomats gathered for talks on Iran at the International Atomic Energy Agency in Vienna.
Officials say European envoys have readied a proposal referring Iran to the U.N. Security Council, which could impose sanctions on the Islamic Republic.
Washington has accused Tehran of seeking to develop nuclear weapons -- which Iran denies.
Iran has warned it will resume advanced uranium enrichment work, if the matter is sent to the United Nations.
