Mukherjee says the goal is nine-to-10-percent economic growth, and for that India requires peace and tranquility in its neighboring regions.
He says since India cannot alter its neighbors, but it should create a tension-free situation in the region.
The new foreign minister made the remarks as diplomats in New Delhi and Islamabad prepared to restart the stalled peace process next month.
India suspended the almost three-year-old peace process after it accused Pakistani intelligence of being behind the July train bombings in Mumbai. The blasts killed nearly 200 people and wounded 800 others.
