President Bush has telephoned his congratulations to Nicolas Sarkozy on winning the French presidency. A White House spokesman describes the United States and France as historic partners and allies. He says Mr. Bush looks forward to working with Sarkozy as they continue the strong alliance.
A spokesman for British Prime Minister Tony Blair says Mr. Blair also telephoned congratulations to the French president-elect. President Jose Manuel Barroso of the European Commission -- the European Union's executive branch -- said he has complete confidence in Sarkozy. Sarkozy was interior minister in the outgoing French government of Jacques Chirac, who strongly supported a new European constitution. French voters rejected the constitution in a 2005 referendum.
German Chancellor Angela Merkel says it is important for Germany and France to continue their close cooperation as a basis for peace and security in Europe.
