His pledge comes as Indian officials express concern over U.S. arms sales to Pakistan.

The Defense Secretary met on Thursday with India's Prime Minister Manmohan Singh and Mr. Rumsfeld's Indian ounterpart Pranab Mukherjee for talks on issues including regional security and counter-terrorism.

After their meeting, a spokesman for India's foreign ministry (Navtej Sarna) said officials expressed concern about the mpact U.S. arms sales to Pakistan could have on ongoing peace talks between India and Pakistan.

The United States is considering a proposal to sell F-16 fighter jets to Pakistan. India has been a longtime opponent of U.S. arm sales to its nuclear rival.
