The European Parliament is expected to adopt a resolution on Thursday condemning attacks on European embassies triggered by the publication of a Danish cartoon of the Prophet Muhammad.
The resolution also defends freedom of speech -- but says it should be used responsibly.
Violent protests against the cartoon, which was republished in some western media, have swept the Muslim world in recent weeks. Some protesters have attacked Danish and other western European diplomatic missions.
European politicians debating the resolution Wednesday said an attack on one E.U. member is an attack on the entire union.
European Commission President Jose Manuel Barroso said Danes are among the world's most open and tolerant people.
