NDI  Expresses Pessimism about the CEC


Washington-based National Democratic Institute (NDI) Monday backed former Chief Justice KM Hasan to become the Chief Advisor of the Caretaker Government and doubted the competence of Chief Election Commissioner Justice MA Aziz in ensuring a free and fair election.

The members of the NDI delegation expressed a note of pessimism about the performance of the Election Commission, particularly with regard to updating the voter list. The delegation expressed their deep concern over the recently updated voter list, registering over 9.3 crore voters-the number that it regards as substantially inconsistent with the 2001 census data.

About the Election Commission, Daschle said his delegation was alarmed as the broad cross-section of party, civil society, business community, media and independent observers have "lost the confidence in the Commission", especially CEC Justice Aziz.

The American leader said they put forward some recommendations to address the problems. The recommendations include the formation of caretaker government according to the rules provided in the constitution and discharge of its duties in a transparent, impartial and nonpartisan manner. The additional advisors to the caretaker government should be appointed through a process of dialogue and consent.
