After the decisive election of 1970 , Pakistani Government started dilly dallying the transfer of authority to the elected representatives. It is in this situation that while Sheikh Mujib , the potential Prime Minister , was preparing a draft constitution of Pakistan and conducting oath to his elected members to uphold their six-point program , the military and civil bureaucrats in Pakistan were getting ready to mar the democratic success of the Bengalees. The scheduled meeting of the constituent assembly was postponed , resulting in a peaceful non-cooperation movement in March 1971 .
