Consensus Grows as Constitutional Deadline Approaches in Iraq

Iraq's president says the committee drafting the country's new constitution has resolved many outstanding issues and he expects the document will be ready on Sunday, a day ahead of schedule. Jalal Talabani told reporters on Saturday that discussions are now focusing on federalism and the relationship between Islam and the state. Some members of the 71-person drafting committee say most areas of disagreement have been resolved, including a preliminary deal on the distribution of oil wealth. In a separate development, residents near the western city of Ramadi are blaming U.S. troops for a shooting incident Friday outside a mosque that local officials say killed 15 people -- eight of them children. But the U.S. military says its troops were not involved in any shooting in the area.
