India says Foreign Minister Natwar Singh will not be able to attend a regional summit in Pakistan next week due to other engagements. Instead, officials say Minister of State for Technology, Kipal Singh, will travel to Islamabad for economic talks of the 26-nation Asian Cooperation Dialogue. Indian authorities say the change of plans is unrelated to Pakistan's plans to buy F-16 fighter jets from the United States. New Delhi has said the sale of sophisticated aircraft will hurt the peace process between the two nuclear rivals. Tuesday, Pakistan's Foreign Minister Khursheed Kasuri said Islamabad is committed to a peace dialogue with India, saying the jets will not harm the process.
