A rocket attack in the northern Iraqi city of Tikrit has killed 15 people.
U.S. and Iraqi officials say the attack wounded at least eight others in the city, which has been relatively quiet recently.
Meanwhile, Iraqi Prime Minister Iyad Allawi says time is running out for finding a peaceful end to insurgent control of Fallujah. Mr. Allawi has repeatedly demanded that foreign militants leave Fallujah and that the city accept government security forces.
U.S. forces are preparing for a major assault on the city, where several thousand Iraqi and foreign militants are believed to be holed up.
And in Ramadi, at least six people were reported killed in fighting between U.S. forces and insurgents.
